California sentenced Jeff to 15 years-to-life in prison for second-degree murder. He must serve a minimum of 10 years in prison under this sentence before he is eligible for parole. Jeff is now well past that time. Jeff was eligible to be released as early as April 29, 2003. Jeff appeared before the Parole Board on November 18, 2002. At that time, he was denied with a two-year denial. Jeff appeared before the Parole Board again on May 23, 2005. At this time, he also received a two-year denial of parole with the Parole Board indicating that Jeff's crime was of the worst magnitude. Jeff is scheduled to appear for a third time in June, 2007. The Board of Prison Terms' only concern is whether a life inmate still poses a threat to society. This is clearly not the case with Jeff. The friends and family of Mr. Rizzo, as well as the friends and family of Jeff, feel that Jeff should be released and have written many letters to the Parole Board indicating exactly how they feel about Jeff's continued incarceration.
